Job Purpose

The Department of Cultural Affairs, Western Cape Government has an exciting opportunity for a suitably qualified and competent individual to manage, organise, plan, co-ordinate and promote sport and recreation activities in the Western Cape by providing an enabling environment for the District Offices. This post is based in Cape Town, CBD.

Minimum Requirements

An appropriate 3-year tertiary qualification (National Diploma/B-Degree or higher); A minimum of 3 years management level experience;

Recommendation

A valid Code B (or higher) driving licence.

Key Performance Areas

Financial Management; Human Resource Management; Policy & Strategy; Sport and Recreation Programme implementation; Liaise with the relevant role-players such as: Local Authorities, Schools, Sport federations, Other Provincial & National departments, Sport councils, Recreation structures, Private sector organisations, NPO/ NGO`s.

Competencies

Knowledge and ability in the following: Planning and organising: Strategic planning to set objectives to ensure proper linking to the relevant Head Office Components; plan for activities, which include compiling of management reports. Finance: Budget planning; Set budget levels and expenditure control. Initiate methods to improve the effective utilisation of funds. Human Resource Matters: Dealing with the demands of a constantly changing workplace; Oversee district offices. Public Finance Management Act, National and Provincial Treasury Regulations, other financial policies, prescripts, directives and collective agreements. National Sport and Recreation policies and legislation, including the National Sport and Recreation Plan Computer: Operational / utilisation of specific computer software packages and efficient utilisation of both hardware and software. Written and verbal communication skills

Remuneration

All-inclusive salary package of R 811 560per annum (Salary level 11) Note on remuneration: Cost-to-employer (CTE) remuneration packages for certain occupation-specific dispensations (OSD), the middle-management service (MMS) and contract positions are inclusive of all costs related to service benefits or obligations including basic salary, 13th cheque, medical assistance, housing assistance, pension-fund contributions, etc. MMS remuneration packages are flexible and may be individually structured as prescribed. Where remuneration is not indicated as CTE, employees’ service benefits or obligations are funded or co-funded in terms of the applicable prescripts or collective agreements.
